RECOGNISED INSPECTION BODIES FOR PRESSURE EQUIPMENT DESIGN AND MANUFACTURE

1   Scope

This Note lists pressure equipment (PE) inspection bodies who:

a) verify designs or inspect manufacture of PE;

b) are considered to comply with the criteria in 4 below; and

c)  are Third Party Inspection Bodies [i.e. Type A to Ref 3]

It is an update of earlier lists of Overseas Inspection Bodies approved by PE Statutory Authorities for overseas PE manufacture. [See Ref 1]

The PE covered are made to any recognised PE Standard, in Australia for local or export or made overseas for use in Australia; and are primarily boilers and pressure vessels but also pressure piping.

Ref 2 gives information on other PE Inspection Bodies.

 2   Purpose of Note

This Note aims to assist Australian Industry in the supply and procurement of quality PE, and to support the use of the new AS 3920. [Ref 2].

 3   Recognised Inspection Bodies

These are listed in Table 1 which is not exclusive. Some details may not be up-to-date.

Other suitable bodies are available e.g.as in 4.3.

 4   Criteria for Recognition of PE Inspection Bodies

.1 Recognition in this Note is based on a Manufacture Inspection Body:

a)   complying with ISO/IEC 17020 Type A (i.e. independent third party) [Ref 3] or equivalent;

b)   having at least 10 years’ experience in the relevant type of inspection of PE;

c)   being recognised by government in the country of origin or use, or by the global PE industry;

d)   for overseas inspection bodies, previously being approved by Australian PE Statutory Authorities for overseas inspection of manufacture of boilers and pressure vessels; or now being certified to ISO/IEC 17020 Type A or equivalent; and

e)   using proven, nationally accepted PE conformity assessment systems for manufacture inspection.

.2  Recognition of a Design Verifying Body for PE used in Australia is based on:

a)   the criteria in 4.1; and

b)   the verifying body being resident, registered (ABN) and accountable in Australia; or acceptable to an Australian Regulator.

.3 Examples:

a)   Notified Bodies approved in accordance with EU Pressure Equipment Directive.

b)   Government PE Inspection Bodies in USA and Canada [see Ref 4], and similarly in other countries.

c)   Government and industry recognised PE Inspection Bodies e.g. accredited or certified by NATA in Australia  via JAS-ANZ in Australia and New Zealand; TUV in Germany; CNAS in China; and in USA, ASME Authorised Inspection Agencies using authorised National Board Commissioned or Insurance Company Inspectors.

d)   ISO/IEC 17020 “equivalents” include inspection body and inspection requirements of the ASME Boiler and Pressure Vessel Code, EU-PED, and earlier in Australia, ISO 9001.

 5  Use of Recognised PE Inspection Bodies

.1  These inspection bodies should be used:

a)   as required by AS 3920 [Ref 2] for PE made or used in Australia;

b)   for high hazard (HL A and B) or critical or expensive PE; and

c)   where there is uncertainty about a new supplier

.2  For PE to be used overseas, the Inspection Body is to also meet the requirements of the country of PE use;

.3  Where necessary, a check should be made of an inspection body's address, capabilities, and suitability before final acceptance for the type of inspection required.

.4  This Note is based on the best available knowledge as far as practicable; but APEK takes no responsibility for the use of the Note. See “APEK conditions of use”;

.5  Updating will be needed from time to time. Table 1 may be amended in the event of a court finding an Inspection Body guilty of some criminal offence.

 6   Basis of Note

This Note:

a)  is considered reasonable guidance for industry. It is not mandatory or copyrighted, but free and informative;

b)  is based on the updated practices used by Australian regulators successfully for over 50 years;

c)  is a redraft of an informative appendix for Ref 2 which was not accepted by Standards Australia;

d)  provides for global competition, choice and flexibility for maximum economy; and

e)  is consistent with the new national WHS Acts and Regulations and Ref 2.
